If your friend is interested in moving the steering post & bars forward about 5" and up 5", it can be done with the existing parts on the sled... And a 2.5" - 3" standard block riser, a half inch aluminum plate roughly 7.8cm x 8.4cm", and some long 1/4" bolts for the bars/block & plate to steering post assembly.

Existing cabling & throttle are already long enough, all he has to do is mount the wiring to the back side of the steering post. This leaves all that stuff in the stock location which will help avoid things being too tight. May have to pull the dash and create some slack by raising the existing harness a bit. This is all possible because there is plenty of slack to work with. A few zip ties for the 'adjustment', and that's all it takes!

The exception to this is the throttle cable & brake hose, they stay on the front side of the bars/post.
