You have an adjustable rod going from the lower part of the handle bars, under the motor to the front of the sled's steering. You can lengthen or shorten it and it just moves the handle bars, it doesnt affect the toe in/out.

 

Thanks! I ended up taking the center ball joint ( under the pipe ) apart and was able to turn it in enough to straighten the bars... seems to be working just fine.
