Are the ribbed carriage bolts removable on the back side of the 2000 Panther drop cases ?

They should be but in the case of yours as per your picture of 0623-117 ?? , the chaincase may have to be removed completely.

Yes came out by the brake disc. Now to get the new one in will I need to take the crank case completely off and how big of a job is that ?

Now I gotcha! Bolt is too long to get in there now. It’s not too bad a job to remove chaincase. It’s more time consuming. You might get away with removing caliper, left upper bearing at secondary clutch and slide upper shaft out enough to get stud in.

Not sure exactly what your situation is, but couldn't you just stick a regular bolt in from the front and a nut on the backside?
You can go back and install the regular stud in July.
