What are the notches for on part #1604-793? This is the spacer for the front axle (front shock goes on this axle.) They could to help fit spacer between rail ribs, but don't seem essential for that. Perhaps they help keep the spacer from spinning on axle, but if so why?

Having studied the issue closer, I will answer my own question to possibly help others with the same question.What are the notches for on part #1604-793? This is the spacer for the front axle (front shock goes on this axle.) They could to help fit spacer between rail ribs, but don't seem essential for that.
