yeah, if the carbs are flooding it's not due to valve or a head problem. choke or float problem is you ask me.. and if you swamped it out makes me think junk somwhere in the carbs..
have you tried tapping on the carbs with a small hammer? and you say it's hard to get started (flooding possibly) once you get it started does it consume more fuel than normal?
