Picked up a 2017 alters clutch doesn’t engage until 3500 rpm’s is this normal.it has a new belt on it thanks

Which model? Is it possible possible previous owner installed heavier wet clutch springs. I have 3,000 rpm clutch springs on my old 2014 TRV 700. Gets it into the power band for better pick up. 3500 sounds kinda high, though. Also, is it possible that non wet clutch compatible oil was put in the motor?

Wonder if it's the drive belt slipping? Seems like the Kimco models have issues with belts.
