I wonder if they'll continue to use the "fleet average" for their EPA compliance, or if they have something else up their sleeve? It was my understanding that the fleet average thing was getting more & more strict each year. But maybe with the four strokes, and the length of time Cat has been producing them, allows for more leeway?
