So, no it shouldnt move. And there is no bearing. Its supposedbto turn with the shaft.

check the hut on the primary and make sure it is tight.. That inner half of the primary is held tight by the color that goes over the shaft that the movable side moves on and is all held tight by the nut...

well thats a first... whats the shaft look like if it striped all the splines off the fixed face? im not even sure how that would happen if everything was put together properly

I’ve seen this before. The shaft should be fine as it’s hardened steel and the sheave is aluminum. I have a good used set of primary sheaves for sale if your interested.
