It seem like the throttle response isn't half as fast when it's 20 or higher.... At around 10 & 15 degrees it feels really fast and it's really responsive but when it start to get warmer then it's not nearly as responsive....

Welcome to the wonderful world of carburetion. When the temperature rises gasses become less dense (chemistry 101), less air density plus a fixed ammount of fuel = a rich condition and less horsepower. You are probably jetted pig rich from the factory. You could check your plugs and piston wash and possibly jet down to make more power. Be careful, if you jet too low it could become too lean at colder temperatures possibly causing a burndown.

Here is a good plug reading guide to show you what your plugs should look like. Like Kev said, make sure your chokes aren't sticking open. Maybe the choke line is being pulled on and is pulling the chokes closed a bit.
