07 Artic Cat 650 ignition fuse keeps blowing

I need some help. The ignition fuse keeps blowing on my Artic Cat. I have followed the wires and see no rub or break through. We have tested every area of the bike we could think of. We disconnected everything we could and started plugging in one at a time including the fan and 4x4 actuator. Once we unplugged the actuator the bike would run but once the actuator was plugged in and would start the bike it would blow the fuse. I just replaced the actuator back in December and don't want to spend another $300.00 if I don't need to.

Has anyone else had this problem or can give me some ideas on what to do before buying another one? Thanks in advance.

It's your actuator if you plug it in and it blows the fuse.
