No power on 2004 650 V2

Its been sitting since March so on Saturday i Started it up, let it warm up and attempted to ride it. As soon as i hit the gas the engine bogged down and died. I've had the ATV for 4 years and never cleaned the carbs so I'm thinking its time. Took off the carbs and cleaned out really good (they were very dirty). While i was in it i put new plugs in and new air filter. So today i put it all back together and started it up, no issues it fired right up. Engine rev's up fine with no bogging down or any hesitation. After i let it warm up i rode it and now it seems to not have the power i remembered after the initial rev up and as speed is picking up. it just doesn't get up and go. I've never checked the belt so i'm hoping its just worn out and needs replacing. I'm pretty confident the carbs are clean and back on correctly since it idles and and rev's just fine when its not in gear. I dont hear any odd noise from the V-belt area. Will a worn belt cause this to happen???

ok... here's a stupid question... it has a fuel pump and no drain on the tank so how do I drain the gas??? I know i can pull the hose off the carb and turn the switch on but that only pumps gas for like 5 seconds.... that would take all day to drain. Is there a better way to get the old gas out????

best way to make sure you get every drop out is to remove the tank completely and dump it out.
