polaris 550 head lights

I'm working on a polaris trail touring 550, for a friend. The head lights and tail lights don't work, but the speedo lights and the bright indicator work. I have been tracing the wireing but haven't found anything wrong. Any one have this happen before? Oh ya, the brake light works also.

Voltage regulator went bad, voltage spikes up and down. Guess that would do it.
