Question 2003 250 intermittent high idle??

Working with a 2003 250 4x2 and having some idle issues. I can rev it up and let off the throttle and it'll come back down to idle a few times, rev it up again and it'll stay at high idle. The cable checks out ok, the lever on the side of the carb is going back to closed position during the high idle, I've rebuilt the carb, checked for vacuum leaks numerous times. When it's acting up, I can blip the throttle and it stays at high idle. I can get it to return to regular idle if I choke it out with my hand momentarily. Also, I can turn it off and restart it and it idles fine. I cant figure this out...I'm stumped!

Any help would be appreciated!

Maybe the slide is getting stuck inside the carb?

The slide moves freely, I can look into the carb while its running and watch it move. No tears in the diaphragm either.

Nothings really clicking for me. You either have a carb, fuel, or air problem.

Lube your cable and clean all your linkage and lube it as well
